Woohoo! A coastal region! clearly my algorithm for town placements does not recognize the benefits of fishing and shipping. I'd say there should be a chance for a village turning into a town when in a coastal hex. Right now I think this only happens in lowlands with a river where forests are abundant. Then again, perhaps this is just fair as it is. Not enough wood for shipbuilding?
